    We received a request to help determine the intended use for the available hire dates for BEM 1.3. Below is the summation of that request. 

    Issues arise with one of the Ben Tech partners where we are receiving the <MostRecentHireDate> populated with the original date of hire for new hires when they are not a rehire. Example - the <MostRecentHireDate> and <OriginalHireDate> are both present in the data for a member/employee, and both have the same dates populated.

    We are expecting that in a new hire situation where there is not a rehire, or an adjusted service date because the member/employee changed from PT to FT employment (or something similar), that we would only receive the date of hire in the Original HIre Date tag, and the other tags for Most Recent Hire Date and Adjusted Service Date would be sent as NULL.

    Curious how other carriers are handling this or expecting these fields to be provided. Also curious what other Ben Tech partners are doing in these scenarios.

    From Carrier perspective, we would only want the MostRecentHireDate to be population if it is a rehire (greater than the Original Hire Date) otherwise null.

    Aligning with the original message, we only want a rehire date when it is a true rehire. In some systems, the rehire date indicates a different event or employee situation to occur. Have a data present impacts how the data is handled in the system.

    We see the Re-hire data populated the same as hire data from most Ben Tech Platforms we work with and ask for additional logic to restrict when these dates come through.

    From a BenTech perspective, I see nothing wrong with populating <OriginalHireDate> and <MostRecentHireDate> with the same value, on the condition that the employee was not rehired at some date after the original date of hire.  In that circumstance, it is factually correct that the original and most recent dates of hire are the same.

    I would expect that <AdjustedServiceDate> would be populated only when different from the <OriginalHireDate> as it would likely be null unless computed from original date of hire based on some separation period or other HR override.

    PRMT 8/11 - Consensus is that although some senders may opt to not send the the most recent hire date when it is the same as the original hire date, it could be considered superfluous logic to prevent it from sending. So a receiver should be able to handle receiving only the original hire date OR the original hire date and the most recent hire date since it is a true statement.

    From a Carrier perspective, if you have only one field [date of hire] to map to, then you could use the hire dates in combination with the Event entity. For example in the case of a Rehire, if EventTypeReasonCode is 'Rehire', then you can pick the MostRecentHireDate as the date of hire. But here, the Ben Tech would have to populate the Event entity.

    From yet another carrier, if the most recent hire date and original hire date differ, we definitely would like both.  If the dates are the same, if we receive both that is fine, we will capture from original hire date into internal field.  If we receive only one, we will have accounted for which in the supplemental coding agreement between us and the other party and prefer to receive content in the original hire date.
