    For the EventReasonCodes, I will encourage others to reply with how they have implemented, but I think there is some interpretation based on what the platform can provide. There can be multiple EventReasonCodes for one use case.

    "New" is an EventTypeReason defined by the standard that we will never have occasion to generate. In all relevant situations, we more specific codes, such as:
    • NewHireEnrollment
    • NewRetireeEnrollment
    • OpenEnrollment
    • InitalEnrollment
    • Rehire
    • NewHire
    While we don't currently use "New" at all, one could make an argument for using it when adding a coverage but the reason for the "new" coverage is unknown. We currently use a ReasonType of "Unknown" for this situation.

    It's worth noting that the ReasonType simple type defines a few ambiguous codes:
    • AdministrativeCorrection
    • New
    • Unknown
    Senders should use these codes sparingly, as they may result in processing exceptions by Receivers.
