When the customer uses a latter version (e.g. WD CCB LDEx v1.3) and vendor supports an earlier version (e.g. v1.2). Only the products supported by v1.2 can be accepted by the vendor correct?
On versions 1.0, 1.1, 1.2, and 1.3 there are no breaking changes. If the receiver requires the schema version identifier to be a previous version, the sender can update that field and send their current version. Or, the receiver can simply ignore the schema identifier and process the file as is. In this case the receiver would not process any fields that are not supported on their process version. Best practice is to build to the most current Industry Standard.
